    (SES) Der Ständerat bleibt mit seinem 20%-Reduktionsziel hinter dem wissenschaftlich Notwendigen zurück. Immerhin lehnt er den völlig ungenügenden Vorschlag des Bundesrats ab, der bis zu 50% der CO2-Reduktion durch Ablasshandel mit CO2-Zertifikaten im Ausland erbringen wollte.
